PCN Appeal rejected - UHCW - What Next?


I received a PCN from CPP (which I am told is part of parkingeye) on 29th April with a £100 fine. the PCN relates to the 26th April. I appealed this straight away because I did actually pay for my parking correctly on the day. I entered my reg into the machine and it didn't find my car, so I paid manually for 1 hours parking (£2.80). I was parked for a total of 52 minutes, which they have included on the PCN with the ANPR photos. I sent them a photo of my bank statement showing the payment being made for £2.80 on 26th April to Walsgrave Car Park.
My appeal has been rejected because 'they haven't received sufficient evidence to show that I did not breach the terms and conditions'. I honestly thought this would be a quick fix because I genuinely paid my parking and I had it on my bank statement as proof. I wasn't parked anywhere dodgy, I didn't overstay the time limit etc so I am unsure how to proceed. After having the rejection, I have now read up on how difficult and long winded these appeals can be.
The only other thing I can think of which may have caused the rejection is that I was in a BMI parking spot which is apparently a separate section of the UHCW and has free parking for patients and visitors of the BMI building. I did not realise I was in a BMI parking space until I returned to my car and I had already paid £2.80 at the machine. That being said, I did not park in the space and falsely claim to be a BMI patient to get free parking so surely this is not grounds to fine me?
I read the newbie forum and I have just emailed the PALS contact email for the UHCW (visitor.parking@uk.issworld.com) which was recommended. I was polite in my email but also mentioned that I was attending a personal and upsetting appointment.
Please can I have some guidance on the next steps? The other appeals that I have read seem to be very complex and far beyond my understanding of parking laws and regulations. The only other thing I could think of is that if I was taken to court for it, I could maybe request CCTV be provided under the data protection act? This would prove that I was at the payment machine and paid my parking correctly.

PALS is still plan A , your best option , it always is
Plan B failed
So plan C is Popla , using your Popla code from CPP , if plan A fails

Is there anything I can put in my POPLA appeal which will help with my case? I am at risk of repeating myself in the original appeal by only sending them the copy of my bank statement. If this was insufficient evidence for the BPA appeal, will it be ruled the same in a POPLA appeal?
A lot of the advice and forums I have read seem to relate to people who have overstayed their time. I have genuinely paid correctly so I don't know why my appeal has been rejected?0 -

I could maybe request CCTV be provided under the data protection act? This would prove that I was at the payment machine and paid my parking correctly.BMI The Meriden Hospital has a free private car park for BMI staff, patients and their visitors. The car park is ANPR monitored, and each vehicle must be registered at reception per visit upon arrival.A receptionist will ask you to state your vehicle registration and this will enable you to park free of charge. This process must be completed each time you arrive and leave the hospital. Failure to undertake these steps will result in a £100 parking fine.
If you receive a fine and believe it is an error, please call the hospital in the first instance.But it isn't a fine it's an invoice for breaking the contract you entered into by accepting their T&C's by parking there.
However if as you say you didn't realise you had broken their rules then the signage must be defective, and how would you know the above rules if you hadn't searched for them on line prior to parking, or asked at said reception?
That would be one of your avenues to base your POPLA appeal on, amongst the usual, certainly not the one you sent to the PPC which won't wash.
Forget CCTV if it is installed which isn't usual and has nothing to do with ANPR who do you think is going to trawl through hours of footage to find your bit of footage if it even exists it won't help with a parked in the wrong section infringement any way.
Your car wasn't registered the PPC rubbed their hands and kerching it's what they do, there is no compassion, no understanding only greed, you now need to play their shoddy games or pay up, we don't go along with the latter and there's help here all along the way, but you have to follow it.

Don't rush into POPLA, it is your LAST resort at this stage and the code will last 32 days.
