Private Parking Sign

Hello,
i have a private parking spot in front of my garage in fact, there is a row along with the neighbours however the sign and its metal tie are no longer tied to the bollard so who's job is it to replace it?
Is this something the council needs to do?

    Depends what company name is on the sign or signs in the car park - if you are unlucky enough to have a PPC infesting the place, it's their sign.
