Any debts of the deceased should be settled from the estate before distribution, or the executor can end up liable.

Whether those debts are enforceable, is a separate matter, so you'll want to take advice on that if you're not planning on paying them.

Did the deceased own property in more than one legal jurisdiction? If so, did they write more than one will?
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

"Any debts of the deceased should be settled from the estate before distribution, or the executor can end up liable."
...paying them is not an issue. It is whether they are part of an overseas probate (debt)  or the UK. Question is Legally should we pay BEFORE final UK distribution?. Thanks everybody for your inputs

If the solicitors don't seem to know, perhaps you could suggest that they find out?  That's what you pay them for.

yes, which has unpaid Utility and rates bills under the deceased's name.

Well of course  ( they are slow ) .... but how many times have you gone to a UK professional that does not know 'basic'  things that go outside of  UK :-(

    This.
Do you have a will for each jurisdiction? And where is this overseas estate?
