Unfortunately that solution is going to create more problems than it solves, and what you are arguing for is effectively higher energy prices...

If the energy supplier must cost into their products the cost of lending some customers money to cover the results of an early Autumn switch, then those who switch in late spring will be paying extra to cover it...

It still seems a lot easier to me to simply require customers to stay in credit...
