Spyware OR Scareware

A friend of mine went on to a website the other day and then a pop up claimed her computers hard drive was being scanned by a goverment program which was looking for offensive material on her hard drive. She quickly closed the window down before she could see what happened next. She is now panicking she has done something wrong . I told her it was just an add to get her to try and download some worthless software. Her question and mine would it be possible for the goverment to do something like this without you knowing it was being done. Spyware and Antivirus turned up with nothing to show.
