Let's have a pic of the meter then it should be clear which reading is likely to be correct.
The meter reading on the 14/09/18 was 1700

Why not keep it really simple?
    • Forget all the Ombudsman shenanigans (which just muddy the water), just post on the forum a copy of the final Enstroga bill showing the closing meter reading in Sept 2019 (call it X m3) alongside a photo of the meter reading as of today, 13 May 2021 (call it Y m3).
    • If X is greater than Y then it's an open and shut case in your favour, QED.
    • Send both images to Enstroga and the Debt Collector, inviting them to take you to court, warning them that you will win and will also claim for damages.
BTW, always quote the relevant units when referring to meter readings and usage (m3, cu.ft3 or kWh), otherwise the reader may wrongly conclude that that you've misunderstood the conversion process and assume that the Enstroga bill is likely to be correct.
