This is all being tied down by the courts, very slowly, starting with Uber, Pimlico Plumbing, and Deliveroo, and eventually filtering down to Doozergirl and GDB2222. Of course, this is total lunacy in practice. The amount of effort involved in running a PAYE scheme for a cleaner who does 3 hours a week is utterly disproportionate, and I expect that HMRC could not possibly cope if everyone did things properly.

You don't need to lobby your MP. Appoint a self employed cleaner. Mine is self employed and I pay her Agency for the workers (albeit the same ones). We pay £17 p/h for holiday lets (4 hour turnaround top to toe) and for private cleaning. We receive an invoice, with VAT (as they are VAT registered). No issues here at all with anything 'being tied down' by anyone. It's well and truly water tight and correct.0
