Amber travel is against FCO advise?

I am confused, travel companies are continuing to allow bookings to Amber destinations even though the Foreign office says we cannot fly to these countries for leisure. Most travel companies do say in their policices that holidays against FCO advise would be cancelled. It seems this is currently being ignored. 
Why are travel companies continuing to fly to Amber countries, when this would invalidate the travel insurance?

    No one knows what the advice will be at the time you travel.

    They may not all be travelling for leisure is the obvious answer.

    from May 17, the illegal to travel for leisure becomes advisory ie you should not travel. In the same way that you should not smoke, you should not eat unhealthy food....

    FCO advice is ADVICE  only. It is not law. 
    Some people are prepared to disregard the advice.
    Some people need to tracel for work, to return home, etc.

    1) People travelling for essential reasons (allowed)
    2) People booking for future dates 
    3) People buying insurance (not all policies exclude it)
    4) People who just don't care about insurance (stupid IMO but it does go on as sometimes seen in the news when someone gets into trouble and needs crowd funding).

    It has been reported on the news today that BA are warning all people planning to fly to Portugal next week that they still have to complete the travel declaration and that passengers can be fined if the trip is not for a permitted reason. That implies that some rules have been changed but not others.
    Also FCO advise impacts travel insurance and that has yet to be changed.

    I've just checked the official gov website which says "From 17 May 2021 you will not need to complete a declaration form to travel abroad." I'm wondering why BA are doing this.

    That will not exempt someone from whatever restrictions Portugal wishes to place on people entering.

    As things stand, you cannot enter Portugal from the UK at this time for leisure purposes, even after May 17.

    It's true, sort of.

    BA are backside-covering by warning anyone booking that as of right now, it is still illegal to go and will be until May 17th.

    They're not wrong, but that doesn't mean that everything people have been told is a lie. As I said, it's just a backside covering exercise.
