    Few staircases will meet modern H&S standards and so will always be rated 3. In your daily life you will have walked up and down many condition rating 3 staircases and not even known it.
    You can't be certain about that - OP might have become trapped in every condition 3 staircase he's ever encountered.

    If the threads you’ve started are the only 3s it sounds like a good survey. A vendor is very unlikely to replace a bannister based on that report.

    Thanks yes I posted 3 rated issues from survey.  Report is 50+ pages big . There are few 2 rated also but I can't post everything here. :)
