Windscreen Ticket on Private Road (Appeal to Parking & Property Rejected)

Hi Forum Members, I hope all are well given these challenging times!
The driver got a windscreen ticket on a private road at night time. The reason for the parking ticket was 'vehicle was parked on private property in a manner where the driver agreed to pay a parking charge as displayed by signage". They appealed to Parking & Property Management but the appeal was (unsurprisingly rejected). Response is attached. I understand that appealing to IAS is perhaps futile. Please advise on next steps. Much appreciated.
As you can see from attached photos, the signage is not lit and thus not visible at night. There is no way someone can read them.

You answered your own question , it's either appeal to the IAS , or court within 6 years if you fail to appeal it lose the the appeal and fail to pay

Plan A is the best option , not appeal plans B & C ( you did B )2 -
It also contains far too much tiny print, read this and complain to your MP.,

I was not the driver and had advised that they follow plan A but for some strange reason they went ahead and appealed! OK will appeal to IAS. Thanks0 -

That's good as long as you uploaded the evidence.
