Not without removing the meter though, if that is still there then the supply has not been capped which means the standing charge still applies.
Does this apply to smart meters that can be remotely deactivated?
Yes, smart or dumb the answer is the same, the meter has to be removed before a supply can be completely terminated and removed.

Everybody is focusing on "Terminated" and ignoring "Connection but no service".  When I bought my previous house it had a gas connection but no service which meant that there was a gas pipe to the house but no gas meter.

This is why the OP’s statement in the first post was important…
The property has a gas connection and a meter that supplies gas to a combi boiler, but the vendor's have terminated the service”

I agree that the first part of the statement is important but, as everybody agrees, it's not consistent with the second part.  So a credible explanation is that the meter was removed after the OP saw it.

Easy enough to go check that the meter is still there ...

I moved 300 miles on my last move, not necessarily that easy to check what's where.  The estate agent might be prevailed upon to pop in and check, however.

Personally I'd put it in writing to the Agent that the tenancy is subject to the gas supply not being disconnected.
Effectively it has to be connected or the landlord would be in breach of the basic requirements for heat in the flat given it has a gas boiler...

    It's a purchase.

Clearly this thread has been going on too long as I've lost the plot
This remains a trivial matter to resolve and is only dragging out because of debating about what might or might not have happened instead of determining the actual situation.

There is a gas meter and a boiler, but the solicitors (the vendor is a trust fund) have said “there is a connection, but no service”. As to what’s been “terminated”’ has confused me since they wrote it under ‘gas provider’, whereas under ‘electricity’ I note they’ve said the provider is EDF and there’s service. I wonder if it means they’ve terminated their account with British Gas. I’ll update the situation when I go to the property.
