Would anyone be able to direct me to a thread which details complaint to the Landowner to get a draft template letter or similar?

Just use your own words for complaining. Since there are so many different types of car park and landowner it would be impossible to write a template that would cover them all. Besides, a letter of complaint written from the heart is likely to have far more impact than any template ever can.3

Bear in mind there is a sticky thread announcement containing successful complaints , so I bet you haven't looked in there , but writing your own is best2 -
As above, best to write your own. But don't make it War and Peace* ... keep it sharp and to-the-point. Use a bullet list to make the complaint clear and easy to understand.
* Long and rambling complaints will get put in the circular file.
Edit: to be clear, I'm talking about the complaint, not the Witness Statement ... there's already a "template" approach for a WS.Jenni x3 -

As for a WS, look at the example posted on the thread by @jrhys which includes the transcript from Excel v Wilkinson as an exhibit, to explain why a parking firm can't add sums to inflate an already almost doubled parking charge that must already include all the costs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
