    Really? 

    Putting holes in someone's car or sexually assaulting somebody is not the same as hanging things from your neighbour's fence.
    It’s about the principle and attitude. I am guessing the OPs parents and neighbours are elderly and likely be more principled and want to do the right thing.
    Nobody made you judge over how people feel. A neighbour reversed into my car and put a dent in it, and was very shaken I told him not to bother but on the other hand if he said oh only a minor cosmetic bump and not like your car is written off, I would have just reported it to insurance and let them deal with it

    Your definition of small hole may not be the same definition of small hole for the person who paid cash for their fence.

    To give you an example if I were to put a bracket on your brand new car and remove it with four small holes and tell you you are overreacting because in reality it doesn’t affect the function of your car, how would you feel.
    Remember your parents willingly caused criminal damage and they can easily resolve it by fixing it properly. I find these trivialising posts wrong morally, it’s a bit like pinching a woman on the bottom and then complaining it was a trivial pinch when they get reported for sexual assault 
    Also just to point out this is the boundary fence and not the fence he paid for. It is joint owned 
    Thanks I thought it was the new one! I have a neighbour who is precious about his plants, but sadly this is due to mental health issues due to what happened to him 25years ago. He gets angry and would threaten solicitors etc, in reality he wants you to hear his concerns and after a while all back to normal.
    Someone who puts a second fence isn’t normal and would be illogical to most normal people. Sadly with such sorts you just change the panel. I had this with ours who complained about a hole, due to rotting and probably damaged by our gardener. I just replaced the few panels we share and he was very happy- even asking if I needed help
