PCN Contravention Code 53C

Hello,
Can someone help me please with a PCN I have received. I entered Harrington Road from Leytonstone High Road, E11 and parked my car in the left hand 15 minute parking bays. 
I had to pull into the bay from the right of the road as there were already cars parked in the bays and I did not want to clip their mirrors. The road is quite narrow so it is hard enough not to drive on the cycle lane itself especially with cars that are already parked in the bays.
If you look at google images, Harrington Road, E11 you can see a van entering the road and it too goes into the "cycle" lane. 
I cannot post PDF's on here for some reason. Can someome help/advise me please?

However , as this is a council matter , not private , you should go to pepipoo fightback forums using a non Hotmail email address for sign-up and post in the council section there after reading the posting requirements and rules there
