Pre paid meter, issue switching to smart meter

Can anyone give advice re switching from pre paid meter to smart and dd?
Power company says sister needs to personally organise for all her neighbours in block of cottage flats to be at home, during the day so they can switch.
They say as the power supply has been put in her address for all 4 cottage flats it's her responsibility and not theirs.
My sister is a single female, not long moved in and does know her neighbours. How do you say I need you all to take a day off work and sit in flat fir the switch.
Any advice what to do? Thank you

Simply explain the situation. With any luck some may be working at home at the minute.
Of course she could bend the truth and say that if a date can be organised that suits everyone then installation is free. If not then those that can't be in may have to pay for their own installation .... be helpful and suggest the cost would be about £70-100 and walk away whistling innocently. If any one questions this she can just say that she is only repeating what she was told by someone on the phone.
