    If lenders ask for your previous address just tell them, they aren't going to contact the council, I don't think you've anything to worry about.

    The credit checks involve the electrol roll. 
  • There are some ethical and taxation issues but the best way forward is probably that that door was never boarded up and you are a lodger.

    If the annex has its own kitchen and bathroom and has its own access, it is a separate dwelling for CT purposes and should have its own CT band. It does not need to have separate water/gas/elec meters or supply

    Could this not be your get out?  It isn't really a seperate dwelling and you have been paying no bills.  I would have thought your landlord is more at risk as he is probably claiming discount
    No. It is a separate dwelling for CT purposes, there does not need to be separate meters

    I agree with Lincroft, it would appear that it is a separate dwelling for council tax purposes.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    But the OP will only register on the electoral roll when they have moved somewhere else.

    OP, why so concerned about your LL's welfare? He is committing council tax fraud, probably in breach of numerous statutory requirements of an LL, some of which are criminal offences (gas and electrical safety certificates for starters?). Has he protected your deposit? Is he declaring your rental income for tax purposes? I very much doubt it. 
    Your sole concern should be your own safety in the building, and your potential liability to the unpaid CT for 9 years.
