Private PCN from PCS but no evidence provided

So my friend received a parking ticket from PCS. When we go online to view the photographic evidence (following the exact instructions on the letter i.e. to view evidence go to pay and enter v reg and pcn number; alternative contact us using details in this form), the evidence doesn't show and just takes us straight to the page to enter bank details (how convenient!). I emailed them maybe 2 weeks ago but have not had any reply to that either.

What should be the next course of action? Should my friend appeal on the basis there is no photographic evidence? They must have something otherwise a letter wouldn't have been sent.

    That is the Company Number of Debt Recovery Plus Ltd.

    And at the bottom of every Parking Collection Services webpage it says:
    Parking Collection Services is a trading style of Debt Recovery Plus Ltd
