Paypal negative balance

Paypal have put my balance into a negative amount claiming I was given a duplicate refund and I owe them the transaction. I had multiple fraud transactions from july/August 2020 and it was all resolved but then in March this year they sent me an email saying I owe them £189.99, i have tried resolving this with them, sending proof of my bank statements that I havent recieved this refund and I dont owe them a penny but all they say is our system says you recieved it, I have contacted my bank to ask them for help as the refund was apparently issued to my credit card, but they have said from their point of view they have done what was needed in issuing a refund for fraud and they can't see why PayPal are acting like this and told me to tell paypal to get in touch and they can discuss it, but this fell on deaf ears and all paypal say to me is I owe them the negative balance. They are threatening me with saying they will hand it over to a debt collector, I have reported this to the financial ombudsman a few days ago, but this could be weeks of waiting and I can imagine them not being helpful. Is there anything I can try?

More like months, the FOS has a massive backlog.

The FOS however can only get properly involved once you have received a final response to your formal complaint or 8 weeks have passed since the complaint was registered; whichever is sooner.  Have you actually had PayPal's final response yet?

It sounds like the OP has done a chargeback against PayPal as well as disputing it with them directly. If they say it went to your credit card, did it?  You seem to have glossed over that part.
