Immersion heater repair

Hi all,
I don’t have hot water in my apartment and have had the following quote, if anyone could advise if this is fair I would be very grateful. Thanks

Cylinder fault: No hot water 

 

Diagnosis: Catastrophic failure of fused spur supplying power to immersion ele-ments, causing a power surge which has damaged the Immersion controllers and Immersion elements. 

 

Emergency action taken: Water Heater power supply isolated at the MCB on main consumer board. The MCB nor RCD activated when the fused spur failed 

 

Supply and install £700: Upper and lower immersion and thermostat, Immersion con-troller and fused spur and recommission thermal store. Drain down of thermal stors will be required to facilitate the repair, and will require a new drain off valve. The wiring to the fused spur and circuit need to be checked by a qualified electrician and verified as correct before any further work is undertaken.

    Sounds expensive.
    Before you called whoever you called did you check
    a. The little trip button on the immersion thermostat itsself was pushed in. Its usually red and about the size of a pin head.
    b. Did you go to Screwfix and, if it is one like these, try changing it?

    Highly skeptical of this diagnosis. I would expect a catastrophic failure of the fused spur to trip the MCB and/or RCD. A power surge powerful enough to damage a heating element would have done damage to other appliances in the property. I'd suggest a second opinion.

    get an electrician to look at it first!
    that attempt at a diagnosis from the plumber is laughable
