2003 value of home - Wales

How do you find the value of a home in Wales in 2003?
I have moved home and due to an extension by previous owners my council tax is being increased from a band C to a band E. I plan to challenge this on the basis that several homes in the street that are significantly larger than mine are in a band D.
I have a list of the homes, the size of them and the. Lower band etc ( they are also valued at a lot more money than my house at the moment) but how do I find the 2003 value?
I saw a calculator online but it was based on 1999 valuations for England.

Have you contacted the Valuation Office Agency to check (before challenging - see link above)?
Could you Check sold prices for your street in 2003? But If your home has had an extension surely the value in 2003 wouldn’t be relevant?Re challenging are you willing to risk the (unlikely) wrath of your neighbours....?0 -

Or for a more specific answer, surveyors can do retrospective valuations.0

I don't mind what happens with that at all, i just don't think it's right there are homes that have extensions that have x 3 more reception rooms and x 2 more bathrooms than mine yet I am to pay more council tax than they do even though their homes had been sold in the last few years for more money than mine too and their council tax is a band D yet mine was changed to an E.Re challenging are you willing to risk the (unlikely) wrath of your neighbours....?0
