OK, so you didn't speak to the actual landowner of the space in question and you don't know who that is.

Do i dispute the claim on the grounds I hold a disabled badge?
No, and you don't yet have a claim, and you are not filling in any paperwork they've sent you.

or that the notices are inadequate?
Yes, lines and signs are wholly inadequate and the restaurant that you were a patron of, has said this is a huge problem for them, with many customers caught out by this predatory ticketing.

You can say that and also what the NEWBIES thread already tells you to say at LBC stage about 'seeking debt advice' to get the case put on hold while you get the SAR from Euro.  All explained in the NEWBIES thread 2nd post.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So this dispute is nothing to do with the blue badge !

It's a poor signage and poor markings , poor bays ,  issue due to confusion regarding clear parking bays and signs that should be there but aren't. That is what the case hinges on , a typical poorly signed and poorly marked car park where the driver was a patron of the restaurant and had permission to park from the restaurant

This is a matter for a judge to decide , so POFA non compliance , or a driver defendant arguing about the poor and confusing signage and bay markings etc

so .... we still need to find out who owns the bit you parked on ...

SOME IDEAS ON DETERMINING WHO OWNS THE LAND

    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information
    7. Contact The Land Registry and for around £3 they should be able to provide definitive detail
    8. Give us the name of the car park, we may have seen other cases there.

    What a star, Ralph!
It is a little carpark area on 135 Wright Street, Small Heath, Birmingham, B10 9RP.
I had taken pictures of the parking area, it has changed since I parked there a year ago and the bit that I parked doesn't even exist anymore... I think I parked next to the area I highlighted but garages have been built there now so there is no evidence of signage at the time of parking a year ago..
