If I buy council house with a friend does she have had to lived in property with me first

Unless your friend is a tenant then it's irrelevat as they cannot buy your home with you.
Most Councils don't grant friends tenancies

If you buy with someone else (who is not a tenant) it would have to be a family member and have lived with you for at least 12 months. So you fail on both counts.0
