Electrician’s billing my newly widowed mum - is this reasonable?

Thanks to all of you for taking the time to mull it over and comment and also your kind comments about my dad.I would not have let her pay any of the bills had I been aware, including the £220, until there was a satisfactory conclusion. He tacked the first £80 onto his £220 bill and my mother felt she had to pay up as he was leaning on her. She has since questioned the 2 x £80 charges and has not paid the second. He is naturally blaming “previous shoddy work you’ve had done” as the cause of the problems, which of course didn’t exist before he did the work. He’s also now said that £80 is his minimum charge for setting foot in anyone’s house and his call out rate is much higher, so he’s done her a favour! He’s also blamed my dad for dying and causing all this inconvenience for him (unbelievable).She’s ignoring the second demand for £80 and I am lying in wait for him. As soon as he asks for more money I’m going to remind him he’s breached the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 and the Consumer Protection from Unfair Trading Regulations 2008 (CPRs). He has to make it clear he’s charging for the visit beforehand and that this is separate from any work done as part of the original quote. He’s made nothing clear. I’m going to be going after the £80 and getting a report from another electrician. Depending on what that says about his work, I will pursue the original £220 as well. I intend to hand his !!!!!! to him on a plate for the way he’s behaved, not just the money.3
