Desktop keeps refreshing

Help! All of a sudden my desktop keeps refreshing every 3/4 seconds. I can't even type in the search bar. I'm running Windows 10. Any ideas?

Do you use cloud storage? I have seen something like this with some cloud storage that is doing a sync and causes the desktop or file manager to do a refresh.I don't care about your first world problems; I have enough of my own!1

File and "Run new task" from Task Manager does the same job to an extent as the search bar. So if you found a solution online you can still use that as a temporary workaround.

Right I can't get into command prompt and I get an alert "Windows cannot find command". Is it because I'm User, not Admin? If so, how do I change to Admin if I can't access the start button?Even if you are a minority of one, the truth is the truth.0

typing CMD into the run box brings up the Command Prompt, not typing "command". That might work for the normal search box but for the run box, it doesn't. Remember the "run new task" thing is the same to an extent as search - but not 100% the same.
