How long to transfer ISA's?

I arranged with Vanguard to transfer a number of ISA's from my Shawbrook account to themselves. I was notified that it can take up to 30 business days and sometimes longer if busy, problems etc. Well, fair enough.
But I note from my Shawbrook account that the withdrawal was made on 23/04/2021 and it's still showing as pending on my Vanguard account today - 30/04/2021, so after 5 business days my funds are still not available to invest, Bank Holiday weekend too now, so it's looking like next Tuesday at the earliest before my money appears. Is this normal to happen? Anyone else have to wait that long for funds showing on accounts after being withdrawn 5+ business days ago?

If it's a cash to S&S ISA then it would typically take less than 30 calendar days. If the money was withdrawn on 23/04/2021 and was sent by cheque as is still common, it might not have made it into the post until 26/04/2021, so not too surprising it hasn't been credited yet. Some providers require cheques to clear before the funds will show on the destination account.

I sent iweb a signed instruction on 14th to pick up a cash isa from Shawbrook , and was notified it could typically be up tp 40 days . ( I presume meaning they had found Shawbrook slow) -- although with my previous transfers its iweb Ive found slow .0

My suspicion, which I did not test out, is that iWeb are popping this up regardless now in a "We're currently experiencing high call volumes due to COVID" sort of way, though I didn't check it out.
I did an ISA transfer from Fundsmith to iWeb in February and it went OK: about 4 weeks.0
