PCN at the gym parking

Hello,
I am writing to you to ask if it is possible to cancel my Penalty Charge Notice, which I have received on 24th of April 2021 at Water Meadows Leisure centre car park. I am a new member of Water Meadows, and I thought that car park is free for members at any time of the day.
Is it possible to cancel it for now, and next time I will pay for parking every time when I come into the gym? If not, anyway, I will pay 50% of fine as it is written on the PCN (£25, or £50 if I pay after 2 weeks).
I attach my membership details, screenshot of the website, which says that parking is free, time and date of membership sessions when I received a PCN.
Can you tell me please if they can forgive me this fine?
I know that if a member pays £1 (or more) at parking, then put 1 ticket under the windscreen, and then gives another ticket to the reception, then they will refund this £1 (or more), but they won't refund a fine of £25.
I have sent them and email to challenge a PCN. am I going to get a 2nd chance to pay 50% of the PCN when they reply to me, or I will have to pay 100% (£50), because 2 weeks are going to pass until they reply?

who issued the pcn ? full name and address pleasewas it a private parking company ? or the council ?0

You need to appeal to the Council, not us.
Read the back of the PCN, it tells you how to appeal and the right website.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You know you can if you appealed before day 13. The PCN tells you that on the back, that the discount is frozen and reoffered if you appeal quickly.
