Excessive vat by Ups

Hi Ordered two dog tracking collars from the US and paid £300+£50 for postage
the ups guy wanted £1900 in vat , so I refused the parcel
i understood that the parcel has been returned to the seller and I have been refunded the £350 but now UPS are asking me for £1900
would appreciate any advise

It would appear that UPS have paid this on your behalf as required to HMRC.
You owe the money and should pay.
Then contact HMRC for refund as this is obviously a mistake.

What was the cause of the £1900 - was it the seller mis-declaring by accident or an error with UPS?
If the first, you'll probably need to pay and reclaim, but if UPS made the error then I wouldn't be paying them, and I'd be following their complaints procedure.2 -
