Personally I think you are getting too deep.  My thoughts are a hotel was rebooked on spur of moment. Highly unlikely booked under refundable conditions as she was having too good a time to think about the Covid situation.  The hotel have acknowledged she has a booking for September so actually owe her nothing other than to make the room available. 

Unless the OP wishes to contradict any of this then she can’t really do anything other than wait to see how the situation is in September.  Actually I don’t think she has been back on to confirm or dispute anything has she?

I can’t see the OP going into investigative mode with the Turkish legal system when they haven’t even logged back on since posting to see what replies were given after asking for advice.

I also agree, but did want to highlight that there is a booking and there are terms and conditions there.

I don't know the legal Turkish situation or their legal system (Turkey is a country I refuse to do business in on moral grounds), so this isn't my area of expertise at all.

Strange to ask for advice then not bothering to come back to read points made,  answer questions raised, acknowledge those who responded with suggestions.
