JD sports refusing to refund voucher.

My sons birthday was beginning of April and we (my daughter and I) were unsure what to buy him, so, knowing  he liked JD sports, got him a voucher for £225
He ordered some clothing for £197 online because stores were closed.
It seemed to take ages to arrive but then one day he came home from work and asked where his parcel was. I had no idea what he was talking about till he showed me a picture sent to his phone of the parcel in the bin area visable to the street. 
We both looked around and I spoke to neighbours but no one had seen it.
My son got in touch with hermes and was told that it should not have been left outside by the driver and that he had been reprimanded and to get in touch with JD. 
JD had him go in store (it had opened by this time) and get a form, fill it in and drop it back off.
So we have been waiting then today my son got an email saying refund had been refused and to speak to the bank.... I said what has the bank got to do with it?
I rang JD who confirmed it was refused but would not give me a reason and to go to a 2nd appeal or a 3rd party resolution..?
So JD are refusing to give us a refund and I don't know what to do?
Any help would be appreciated. I order online all the time and never had anything left outside. I've never been in a position of having to get money back unless I've returned goods so I'm stuck but it's a lot of money and my sons birthday present. X

    You will need to send a letter before action to them, giving them 14 days to reinstate the value of the vouchers or replace the goods that were not delivered.

    Make it clear that the parcel was left carelessly outside and not delivered, so they have not fulfilled the contract.
    Should've = Should HAVE (not 'of')
    Would've = Would HAVE (not 'of')
