Does anyone know if we can still use the Land registery identity form ID3 still?

If HM Land Registry haven't amended or withdrawn it, you should be able to use it. They may withdraw it at short notice though, particularly now that businesses are getting ready to open up again.1

Still in use - whilst it may be withdrawn it is very likely that there will be a period of grace amounting to several weeks as we recognise transactions can be taking place where there may be 2/3 months before completion“Official Company Representative
