Adobe Acrobat Pro has Scan & OCR.

This just put all the text in a box and didn't keep the layout or format. And it had an error when trying to download. 

I once had a problem downloading converted documents, I signed up for a free account and the scanned document converted and I could download the formatted output file.

Most times documents convert and I can download files without logging in, but if there is a problem I log in and it works fine.

i found docx was still getting error but i tried the older doc and it worked and opened in open office but it wasnt possible to modify it at all.

I use MS Word 2016 and when a locked file is opened it displays a message and asks if you want to enable editing, obviously OpenOffice does not have this option.

Right-click on the converted .doc file and select Properties, a window will display, at the bottom there is a box you can tick to unlock it, this enabled me to open the file and edit it without the warning message.

If OpenOffice still won't enable editing try an online word processor, Google Docs - https://docs.google.com/document or Microsoft Office https://office.live.com/start/Word.aspx, they are both free after setting up an account.
