Kudos to you OP, for wanting to be transparent about this to potential buyers in the future. Such consideration of others deserves acknowledgement! Unfortunately, I don't think there is a simple or inexpensive solution to this. I spent much of my tenancy in a previous flat (in Glasgow) wearing noise cancelling headphones due to the upstairs neighbour. The best thing you can do is find a way to make it liveable for yourself (such as headphones, white noise, ear plugs) until you sell. It's very difficult to exercise control on other people's behaviour/ habitat, and unless the landlord is willing to make some expensive alterations to the flat, it seems unlikely the situation will change.
As others have said, you are under no obligation to mention the noise situation when it comes to selling. I think the best you can do is not try to hide it, i.e. for viewings to occur when they occur (as opposed to when the upstairs tenants are out) so people have an idea of what they are buying. Noise is a big deal for some people whereas others can easily overlook it, so it's not a deal breaker for many people, especially if you live in a decent flat otherwise.0 -

You seem to be making a rather large assumption that council tenants are going to be a problem. They are no better or worse than most home owners. By the way I’m not a council tenant in case you wondered .1
