PCN letter received by post, no ticket - Potential appeal point?

Hello everyone.
I received a PCN by post today from PCM after parking for 5 mins in an office parking bay while I collected a takeaway order. The fine states "No valid parking session registered". Considering it was an office parking bay and the fine occurred between 6.40-6.45pm, not sure how anyone would have registered this with the office anyway as it was closed.
I will be contacting the land owner and my local MP as expected, but should this fail, I wonder if I can appeal by the fact that no ticket was placed on my car?
The pictures they provided are clearly from a person and not CCTV. Not sure if the current MSE page is up to date, but it says in the appeal article that PCM "must give a reason why the PCN is served by post".
Seeing as my car was accessible for a windscreen ticket and the PCN letter doesn't stipulate it came from CCTV, I wonder if this is solid ground to add to the appeal template?

No , the claimant has 6 months to get keeper details and a further month to issue a postal notice to the Keeper or driver. The companies can choose to leave a windscreen PCN , or use MNPR by a parking weasel , or use anpr instead , their choice
The driver should never park on private property without consent or payment
The mse articles are years out of date but mse won't change them
The newbies FAQ sticky thread near the top of the forum is the one to read , use the blue text template for the appeal1 -
Next time you collect a pre-ordered takeaway, use a double yellow line or single yellow, on street, not a private car park with scammer signs up. Why do drivers not know that they can load and unload pre-ordered goods on street on yellow lines, and to avoid private spaces like the plague? No, because these scam firms have invented something called MNPR to bypass the honest 'immediate deterrent' approach of a PCN on a windscreen and they love going straight for the keeper data that the DVLA serves to them on a plate for £2.50 a pop, because keepers include lease/hire companies who are more likely to unquestioningly pay. Also it prevents drivers knowing about it on the day and being able to gather evidence, take photos of missing signs, keep proof of paying in a P&D car park, etc.
I wonder if I can appeal by the fact that no ticket was placed on my car?
The perfect lucrative scam model.
You can see why the scam firms invented this fast-track to DVLA data. The DVLA don't care, they are far too close to the APAs.Not sure if the current MSE page is up to date, but it says in the appeal article that PCM "must give a reason why the PCN is served by post".It's not only not up to date but its advice is so legally wrong that we are embarrassed. Forget it and read the NEWBIES thread, top of this forum instead.Seeing as my car was accessible for a windscreen ticket and the PCN letter doesn't stipulate it came from CCTV, I wonder if this is solid ground to add to the appeal template?Nope.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the advice both! Yes next time I will use the double yellow lines. Have parked at that office for years to collect takeaways without issue but lesson learned!
I will go down the land owner and MP route before using the template in the newbies section. This served me well two years ago also against PCM so fingers crossed for second time lucky too.
Thanks again.

No, they won't cancel. However, we are finding success at the IAS 2nd stage now, if you send lots of evidence of a LACK of signs (take some photos). The IAS is a kangaroo court but many PPCs are not putting in much of a contest right now due to lack of resources and staff working from home.
So it will be a 2 stage appeal and there is NO TEMPLATE for IAS stage so don't look for one.
The landowner isn't going to cancel it for you if you regularly fly-park in their office spaces out of hours. Just don't briefly park like that, ever. I always stop on street.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

These days you have to assume hat every piece of private land or railway land has a Parking company monitoring it , supermarkets , hospitals , doctors surgeries , retail parks , amusement parks , airports , ports , office car parks , McDonald's , KFC , petrol stations , everywhereGuardian82 said:Thanks for the advice both!
