It is (or was) a genuine phone number, it is on some guidance notes for an old HMRC form CA72B which relates to deferred NIC.
But gov.uk still refers to not being able to pay by cheque so all in all a bit of a mystery!1 -

BX9 1AN is the right post code for the National Insurance so it doesn't sound like a scam if that's the address they tell you to send the cheque to.Is there anything on this page https://www.gov.uk/defer-national-insurance that rings a bell for why they think you've deferred it? If there isn't then give the phone number a ring as that does seem to be a genuine number too.

No, I made up my NI to maximise my state pension.1 -

I think that part of the problem is that my previous employer didn't tell HMRC that I had left their employment. I told them though, when I realised I was still paying tax on a car allowance. Got a refund too!0
