One off Tax Credits payment not received

Hi, I am currently on tax credits although I haven’t received a payment for some time as I was told I was ‘overpaid’ a couple of years ago so the monthly payment is being held back until that overpayment has been collected back (around £300).
However I am still registered for tax credits and have a Help to Save account. I am a single parent and don’t qualify for WTC as far as I know.
Should I have received the one off payment
of £500?

I don’t receive WTC because my income is too high, but I do receive a small amount of CTC.
