    Wow! Result!
It is a gob-smacking level of audacity right enough. And stupid, really stupid - this is surely going to cost him many £ks, if not even - quite seriously - a possible period in the slammer.
It's your bro's call, but I am certain that I would pursue this to the max. This is not a case of something having got slightly out of hand, with a spontaneous knee-jerk response since regretted. This neighb had plenty of opportunities to come to his senses and realise the seriousness of what they were doing, and failed to do so. It's sooo much worse than any of the usual bad stuff we read on here - trees being cut down, too much noise, dumping waste, arguing over boundaries and fences!
Any 'regret' or 'contrition' shown by him now will be 100% phony, I can pretty much guarantee.
I'd have him hammered. He needs to know he is completely stuffed.

Totally agree, I said to my bro today  we should pursue this to the very end because his made my brother and his family life a  right misery over the last two months. Can you belive all the food they had in the kitchen cupboards had all damp spores growing over them especailly if it had a cardboard packaging. Kitchen units are also about to fall off the walls.

Warn your brother its going to be a longer haul with a lot of stress and be consistent in your support because its going to be tough.

His neighbours sound completely unscrupulous. I cannot help but think they are people who are somehow excluded from what is expected from decent British society - happy to push freedoms but not respectful of the rights of others to exist peacefully.
No man is worth crawling on this earth.

So much to read, so little time.

A real neighbour from hell. Has your Bro checked to see if he has legal cover included with house insurance?

No LP on his insurance, alas. (I wish folk would wise up to the best £25 they're likely to ever spend.)
Look for a solicitor who specialises in this sort of dispute and has a proven history of success.
Again, I'd urge your bro to be utterly ruthless in getting the police to pursue these charges to the max. - criminal damage, definitely, but also I'd hope harassment (as it was repeated and continued after your warnings, and also had an end goal) and environmental health (the damp and mould spores permeating your home) are three that come to mind. But I don't know what I'm talking about, whereas the police and a solicitor will.
The reason I am so adamant that this should be pursued vigorously is that you need to inflict as much damage to this character as possible as that is the only thing he'll respond to. He cannot be reasoned with. If he shows contrition, it'll be only to lessen the punishment - do NOT entertain anything OTHER than criminal charges from the police; no mediation, no arbitration, no caution. The neighb will consider these a 'win'.
I'd also hope - imagine, since it's such a crazy story - that the press will get hold of this. If they do so before any court case, keep quiet (or let your solicitor handle it in case it jeopardises the case) but make it clear you will be happy to talk afterwards.
The ultimate goal for your bro (other than recouping his losses, punishing the perp and fixing his house) - and your bro should keep this in mind - is to have that neighb move, and completely out of his life.
Good luck. What a truly foul - and ignorant - individual.

that the press will get hold of this.
Daily Mail always loves this sort of stuff.  Astonishing how much people will spend on an argument over the fence.  Much cheaper to move house.

Is your brother - or his partner - in a union?  There may be legal advice available through that route.

I just meant the local 'chip paper'
It would be good if the neighb was humiliated to the extent they upped-sticks.
