    Have a shufti here - http://cleve.co.uk/wp/bt-and-vms-street-furniture-2020/ which might help you identify who owns the cabinet however most cabinets with FTTC capabilities will have louvres as they have active equipment inside which requires ventilation.

    An old scruffy unit like the one you've photographed is probably just a PCP - primary connection point which is just a cross connection facility and might just be cabled directly back to the exchange and may not be connected to an FTTC equipped cabinet.
