I worked in the industry for 14 years, the company hasn`t got the time, nor the recourses to chase these kind of things, they simply pass the debt over to a collector, who will write 2, maybe 3 letters, possibly send a few emails or texts, if no response, that`s the end of the matter, for the miniscule amounts of money we are talking here, its just not worth the DCA`s time.
The accounts get returned to the courier company who simply list them as uncollectable, or as it appears in this case, a mistake.

https://www.gov.uk/guidance/vat-and-overseas-goods-sold-directly-to-customers-in-the-uk#goods-that-are-outside-the-uk-at-the-point-of-saleConsignments valued at £135 or less
The seller must charge and account for VAT at the point of sale, unless the consignment is a business to business sale and the customer has given them their UK VAT registration number.
To charge and account for VAT the seller will need to:
- know the precise nature of the goods to find out the correct rate of VAT to charge
- register for VAT - sellers that are already registered for VAT do not need to re-register
- keep records of the goods sold, and make sure they get accurate information to apply the correct VAT treatment to them
How does that contradict what I said about the UK taxman not caring what tax you paid to another country?
They don't give two hoots what tax you paid to the French Government (in the OP's example) and your quote doesn't shoot my post down. I'd read the post carefully before you try to score points next time.0
