What do you mean by a fit to fly certificate?  If you are referring to Covid and not a medical condition,  As far as I know he will have to abide by the requirements of the country he is going to and the requirements of the country he is returning to.   No Covid passports issued yet.

Do you mean a negative coronavirus test that Travellers to Norway, must present ?

If you search “fit to fly” in any search engine you will find there are dozens of companies offering this service - but check the reviews as some passengers have been caught out because they have not received their test results back before the time they were due to depart resulting in them unable to board their flights

Also Norway requires that the test must be  taken less than 24 hours prior to entry so probably best obtained at the airport your son is departing from - check the airport’s website which companies provide the service where you get your results back in 90mins or less.

Also everyone travelling to Norway must complete the registration form prior to crossing the border.

Most travellers to Norway have to quarantine for 10 days, if your son’s reasons for travel exempt him from quarantine he will need to present all the paperwork to prove he is exempt.
