Logging in using Verify, and SEISS

I'm wondering if anyone has had a similar issue and can advise.
I've had a letter saying I'm likely to be eligible for the 4th SEISS grant having not been eligible for the first three. However, i can't fully access the government gateway because I don't currently have a valid passport (I have applied and keeping fingers crossed it is processed within the deadline the grants)
So I followed the advice on the HMRC forums and the went through the 'verify' system instead - this worked in that I can log in a view some things, such as my NI record, but it doesn't look as though you can actually do the SEISS application if you've logged in that way - I'm not sure whether this is likely to change when I reach my personal application date or if the SEISS just isn't linked with the areas you can access having logged in using the Verify system .
Has anyone been in a similar position?
And, if not, has anyone had to apply for the grant over the phone and if so, how easy was it to get through?

Try logging in again, I just checked and having a passport is not obligatory, that is only 1 of 3 options, the other 2 are driving licence or a financial institution such as a bank1

Thanks - it's annoying as at the early stages it says you may be asked about a range of things including your self assessment return / UTR no, credit record etc., but then later on the options go down to just Passport, NI Driving licence and Credit checks, and you need two out of three.
I was getting the same issue repeatedly as I tried to log in several different times and on different days, even after setting up an account via Verify and passing their ID checks.
Fortunately on the day of it let me in, = - particularly odd as the guidance elsewhere says that they are not connected to DVLA so can't use a UK driving licence.

Maybe you need to give VERIFY the elbow and just go straight to the HMRC SEISS login/register0
