I should add that I travel in Italy using a hire car once or twice a year so I need to factor this in if/when a fine turns up. I don't want to be blacklisted!0

Another way of looking at it, is that when people are told they have won money in some draw they didn't take part in, they smell a scam.
However when they receive a letter out of the blue stating they owe money, this is dealt with completely differentlyFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"2
