Prepaid debit card that family members can use?

One of my son’s has a particularly chaotic approach to money and finances. I want to help him, but within reasonable limits.
I had in mind getting a prepaid debit card – so obviously I can keep an eye on what is being spent and on what.
Does anyone know if I would be allowed to obtain a prepaid card and then allow a family member to use it like this?

or you open a starling account which gets you a debit card. set the overdraft slider to zero. pay in using faster payments the amount to spend. use the app to be notified of spending.1
