PCN Smart Parking Northern Ireland

Hi all
Read the newbies guide so think I have a good understanding of the main points but I wanted to raise a few questions that I couldn’t answer from reading the forum.
The original PCN was *wrongly* sent to a friend (he doesn’t have a valid license atm and I was insured to drive his car for a few weeks while mine was off the road). He panicked when debt agency letters came and told them I was the driver. Now 3 months later I have received a PCN in my name.
I’m wondering how I should go about appealing if Smart Parking have confirmation from the keeper of the vehicle that I was driving (as the golden rule seems to be never disclose this information).
Appealing to POPLA in Northern Ireland requires you to disclose who was driving - the newbies guide isn’t clear on whether going to POPLA is therefore not advisable for people in Northern Ireland - can anybody clarify this point?

The advice in the NEWBIE sticky is based on not revealing who the driver is. If that has been done, however inadvertently, and you have received a PCN in your name as DRIVER, what is your reticence in appealing to POPLA? Have you appealed to the PPC and received a POPLA code? The alternative is to ignore and await letter of/before claim and whatever system you have in NI for small claims court1

Don't bother. Ignore them in NI and instead get it cancelled by complaining to the landowner.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is advice I give to those seeking landowner information in England/Wales, some of it might apply to NI.SOME IDEAS ON DETERMINING WHO OWNS THE LAND1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail.
If this gets you nowhere, if you are in NI, then you can safely ignore Smart Parking.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
