I have made 2 more attempts to ask him to provide full disclosure as we cannot make any attempts to settle the finances and then finalise the divorce but it falls on deaf ears. I was told to apply to the court to get the last orders enforced but will anything actually happen?

Did you get a clear answer?

I'm in a similar siituation, as the  Respondant, the financial order set out states that the Applicant (x) has to remortgage, remove me to his best endevours, this has not happened 5 yrs down the line?

When you say 'this has not happened' do you mean he hasn't remortgaged or that he hasn't made best endeavours to do so? Not the same thing. Does your order state any time limit or further action if the property isn't remortgaged 5 years down the line? 

Given the movement in mortgage rates of late then it's likely they would just say that remortgaging isn't affordable for them at this time.
