Lots of people run businesses from home and I understand that the test is that a room (or outbuilding) should have a mixed business/ domestic use to avoid the problems with business rates.There are insurance products for working from home like this from Axaand it is probably best to go to a broker to see what is best for you.

100% agree you need to make that room or outbuilding mixed use, even just put an exercise bike in there and a tv or something in the corner, and do not let him put any of the works through his books, it looks like hes saving in VAT and CT, but in reality, you may have to start paying business rates on that portion of the house, which to be fair if its a low amount it wouldn't matter but its a pain to sort out, plus increase in insurance as you now have a commercial property on your premises.
Other than that, as long as hes not causing a disturbance, and your home is freehold, or leasehold but allows it then it shouldn't cause any issues. I run a limited company from my home, and I have converted my garage for this purpose, however I make sure the room is mixed use, by having my games consoles and a couch in it to demonstrate I do use it for mixed purposes.0
