My daughter Cara wants to move in with her older sister Cassie when age turns 18 in August. She will be moving in to halls at University in September so will only be there for 4 weeks initially but returning to her sisters house during the holidays only part time as she spents a lot of time with her Father.
Her sister works full time and pays her Council Tax and receives single person discount.
Will she lose her single persons discount or is it disregarded as her sister is a full time student and only living at the property for part of the year ?
Will Cara have to pay Council Tax if she is only staying at the property part time and is a student ?

Cassie should check with Council about this and register Sister Cara living with her from relevant date. It would be up to Council whether they charged Cassie more for the period before Cara started the Uni course.As far as I understand it, Councils ignore students for Council tax purposes but only from September when academic year starts until the end of the course (end of final academic year).The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.0

She is a disregarded student as long as she is enrolled on a qualifying course of education (including uni holidays during the ongoing course), outside of that period she is not a student for council tax purposes and would be taken in to account for council tax purposes.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.1
