Being charged to put Amex card on Google Pay?

I don't remember this happening last time around. Maybe it did & i've just forgotten.
So Friday I wake to a notification that my Amex card has been removed from Google Pay. Not sure why.
Friday night I put it back on. It's charged me £1.00 for the pleasure.
Are Google that hard up they're playing dirty tricks to generate cash? Why the charge just to put a card on there?

It could be a test charge that will be removed within days.
I often get £1 charges to various credit cards for purchases, usually when the card is authorised before the total charge is known such as for petrol purchases.
When I scan my card before filling a test charge of £1 is made. Then the charge for petrol is made and the pending £1 disappears within a few days.A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
