Freetrade Foreign Exchange (FX) Fees

I noticed that Freetrade have a foreign exchange (fx) fee of 0.45%, unclear how that works. Does that mean if I were to buy Vanguard All-World UCITS VWRP ETF I would be charged 0.45% of whatever I buy each time?
I list that specific Vanguard option as that is what I was planning to purchase.

No, this is traded on the LSE in sterling.
