Gov Childcare account - not getting the top up

I have 2 children, I have a childcare account for both on .gov.uk. For my eldest the top up is working fine and as expected. For my youngest, they say I have £0 left for this period, but I've not used any of the allowance at all. Anyone know why this would be?
EXTRA INFO - eldest is eligible for 30 free ours and I reconfirm as required. youngest (account with the issue) is not yet eligible for 30 free hours and I've never been asked to reconfirm eligibility for her, and the option isn't available when I log in.
