my husband has just had a text to say he cannot claim the fourth grant as his accounts have not been submitted in time. This is due to his accountant waiting for some paperwork we had an issue getting. Can we appeal this?

Probably. But it will be a waste of yours and HMRC's time as they won't change anything.
A return could normally have been filed using an estimated figure if necessary and then amended at a later date.4 -
No chance. Your The cut-off date was 2/3/21, which was already extended from 31/1/21, so giving 11 months to file.
You unfortunately have no basis on which to appeal. No free lunch, and no free laptop

The time to get paperwork was shortly after the tax year ended last year, not nearly 12 months later.
Zero chance2
